In response to the continuous demand for resources for the social development of human beings and the increasing attention to environmental issues, there is an exponential growth in the demand for new energy batteries, as well as a greater challenge facing the supply of related metal mineral resources. The deep seabed is rich in mineral resources. The advancing deep-sea technology has led countries around the world to target deep-sea mineral resources as important strategic resources to ensure the stable development of their societies, economies, and technologies. Since 2010,Western countries have been accelerating their pace of mining applications and strengthening their commercial  development and construction capacity.

Since the 1970s, China has been actively participating in the exploration and exploitation of international seabed mineral resources. Also, Shenzhen has taken on the mission of building a global marine center city since 2017. The  exploitation of deep-sea mineral resources will energize Shenzhen's marine economy and provide a powerful resource guarantee for the long-term development of China's new energy enterprises.
