January 2021 witnessed the official launch of the United Nations Decade of Ocean Science for Sustainable Development (the "Ocean Decade") , initiating the great transition from marine science and technology to deep global ocean governance based on marine science and technology. By holding relevant high-end forums and taking advantage of China Marine Economy Expo, Shenzhen is making a well-timed move to facilitate the building of a maritime  community with a shared future and accelerate its pace of becoming a global marine center. In response to Shenzhen Initiative for the Ocean Decade, this forum will focus on three themes:"Advanced Technology and Platform Building  for the Ocean Decade","Global Ocean Negative Carbon Emissions" and "International Cooperation on Marine Ecosystem Health and Sustainable Development of Coastal Cities", to provide a platform for exchanging ideas on China's Action Framework for the "Ocean Decade"(Draft), and to contribute to the development of Shenzhen as a Global Marine Center.
