You He, academician of the Chinese Academy of Engineering, professor and doctoral supervisor of Information Fusion Research Institute of Naval Aeronautical University, Director of Key Laboratory of Naval Battlefield Information Awareness and Fusion Technology, professor of Tsinghua University, academic leader of the information fusion discipline in China. In 2010, he launched and established the Information Fusion Branch of the Chinese Society of Aeronautics and Astronautics. He was elected as the first and second Chairman of the Committee, and served as the General Chairman of the annual national academic conference for eight consecutive sessions. He is also a member of IET, Vice President of Chinese Institute of Command and Control, Executive Director of Chinese Society of Aeronautics and Astronautics and Chinese Institute of Electronics, panelist of National Science and Technology Award and member of Expert Advisory Committee of Information Science Department of National Natural Science Foundation of China and Review Committee of National Science Foundation for Distinguished Young Scholars. He was rated as a national excellent teacher and a military leading talent and is entitled to special government subsidies. He served as a representative of the 17th National Congress of the CPC and a member of the 12th National Committee of the Chinese People’s Political Consultative Conference and won second-class merit for five times.
Si Zhang, academician of Chinese Academy of Engineering, marine ecological engineering expert, researcher, doctoral tutor and director of the South China Sea Institute of Oceanology, Chinese Academy of Sciences. His main research contents include marine life, marine medicine and marine biochemical ecology. Focusing on the ecological construction project in the south China sea, he has personally visited the south China sea for ecological investigation many times. He is the chief scientist of the Strategic A-class piloting science and technology project of the Chinese Academy of Sciences, “Environmental Change of the South China Sea”, and the National Key R&D Program “Research and Demonstration of Typical Island Ecological Construction and Ecological Internet of Things Monitoring Technology in the South China Sea”. He focused on the core scientific and technological issues of "Ecological Security and Sustainable Development of the South China Sea" and led the responsibility of the South China Sea Ecological Internet of Things Construction Demonstration Project and the major demonstration transformation project of the South China Sea ecological construction.
Hengshan Fan, Ph.D. in Economics, senior economist and professor, served as deputy secretary general of the National Development and Reform Commission. His main research areas include economic development and reform theory, planning, policy, regional economic theory, and regional economic planning. Hengshan Fan participated in the drafting of a series of major national documents, presided over some important development reforms, regional economic and special plans, and the formulation of special programs, and presided over some major theoretical and policy research. Xingguang Yu, Ph.D., a research fellow at the Third Institute of Oceanography, Ministry of Natural Resources, Ph.D. Supervisor of Ocean University of China, and former Director of the Third Institute of Oceanography of State Oceanic Administration. He was Deputy Chief of China’s 16th Antarctic Expedition and Chief Scientist of China’s 4th Arctic Expedition and one of China’s Top 10 Marine Figures. He led the major national public welfare project—“Study on Ecological Safety Regulation and Ecosystem Management of Drainage Basin and Estuary” and won the second prize of the China Ocean Engineering Award, and led the environmental zoning plan of coastal cities and won the third prize of the State Oceanic Administration’s Science and Technology Progress Award. He was awarded the second prize of Fujian Science and Technology Progress for his leadin participation in the environmental impact assessment of Fujian Bay planning.

Fujiang Yu is currently the Director, CPC Secretary General and research fellow at National Marine Environmental Forecasting Center. As the academic leader in the research and application of early warning technology for marine disaster in China, he has led pioneering research and achieved innovative results in many aspects, including the research and development of the early warning technology for tsunami and storm surge and the construction of the operational system and regionalization of marine disaster risk assessment since the 1990s.
Wenxiong Wang, Professor of Hong Kong University of Science and Technology. In 2012, he established the Marine Environment Laboratory at the Shenzhen Research Institute of the Hong Kong University of Science and Technology to carry out research on the marine environment in the Greater Bay Area. He has published more than 450 English papers. In 2002, he was awarded the Outstanding Youth of the Fund Committee. In 2003, he won the Wuhu Ecology Award in Japan. In 2006, he was awarded the title of Changjiang Lecture Professor. In 2009, he was awarded the first prize of the Natural Science of the Ministry of Education. In 2013, he was elected as an academician of the International Ocean Engineering and Science and Technology Society.
